Good job! But no explanation as to how to mark out the blade shapes. Obviously one side must be the same radius as the base disk, with a length of an appropriate fraction of the main disk circumference but what radius is the other curved side, and where is the centre of that arc?
Sounds like a handheld orbital sander. I think a unique thing about air raid sirens is that they spin up gradually, and slow down gradually, and the top RPM they hit is not as high. Yours is nice and loud. But I think what you are using to spin your siren changes the results a whole lot.
