I worked on this type of equipment for 40 years .Perkins in lift trucks and other industrial equipment and it looks like someone who did not know how to work on them has got the inj. pump messed up and you are going to have to remove the pump ,take it apart and check internal parts ,fuel shaft gov springs and other internals.This should be done in a clean room for inj. pumps ,small amount of dirt or debris will damage pump internals.
Diesels are wonderful trying to figure out the prob every body has a different opinion on what it is that’s wrong with it I find they are easier to work on so longs your turbo if you have one isn’t in the way I’d say you are in the right direction to fix it great video I’m about ready to go fire my ole 6.5 up after head gasket change hope it holds together I should have decked the block but not rich and the motor was still in truck I don’t have the space or shop to take motor out good video
Either something happened the governor or the fuel control rod inside the pump is seized. Common issue on old engines that have sat. Don’t be afraid of injection pumps. There not as complicated as one would think
look for a witness mark on the block aluminum housing and the witness mark on the triangle injector pump base; as there were screws missing. the engine looks like a modern 4.248 (4 cil. 248 cid.) in my massey ferguson brazil 283.
Those, later generations didn't have timing mark on the pump flange.Instead there is a locking nut on the front off pump to lock pump drive shaft in fixed position.You then remove timing cover and cam and pump drive gears should line up.Greetings from Ireland.
For reference you can reset the timing on the pump yourself.All you need is an injectior tester and a degree wheel on the pump shaft. Apply 30 bar pressure to No1 port using the injector tester, turn it in the direction of rotation until the shaft locks. Mark the degree wheel and release pressure. After that turn the pump forward, info on correct timing is hard to find but 5-6 degrees pump (10-12 degrees engine) should get most engines running ok. If that's like the older Cav injection pump that lever you move got a little offset dowel on end that moves a slide bar maybe it jumped off on the side door it's timed on the letter E when no 1 is on top dead center it's been over 20yrs since I've been inside one of them I might off those you could've moved the pump right or left for minor adjustments too
have you dial indicated the run out of the fuel injector/water pump drive gear? may be someone didnt respect the master spline orientation of the splines ( if it runs maxed out in one direction) that would make the whine we hear. it should have an adjustable range on the slotted adjustmentat at the pump block interface. being off one spline could cause loss of adjustment range.
No, but a friend that works at a forklift company put a new $1800 injector pump on a 4.2 and the engine went two weeks later. They junked the lift and sold me the injector pump for $100, so I have a new one when I get time to get back to that engine.

I do not like rotation pumps at all. We have them on our Leyland engines and they can be a pain. So we do not mess with them just take them off and have them fixed. We have several on the shelf just in case. Replacing them with a factory fresh one is cheaper then have them fixed by the way. Labour costs spoils the benefits of having them fixed.

Well I Didn't count how many times you did start it but what is one more time so you know about vacuum if it builds it or not. I know that some vacuum pumps act as a governor for the engine. Lfig Lfig just for reference this perkins engine DOES NOT have a master spline on the injection pump, it's a pressed on taper fit hub and a vernier adjustable gear is bolted to that. The factory manual explicitly tells you not to remove the taper fit hub or you loose the timing and your in trouble.

Yeah, those fuel distributors (injector pumps) can cause a real fit.

Johnathon, could the arm from the fuel pump be loose on the shaft? Stripped splines, loose nut etc?
It's not, but I have a feeling it is the gov. spring. When you start it with the throttle wide open, it revs but the rpm's force it back to idle.

If so, it may be a tooth off. It runs adjusted all the way one way.

How on earth do you adjust the timing on a diesel engine.
By turning the pump it works the same as a distributor
I thought that's what it was the injector pump is probably clogged, it sludged up and stuck
