There are several reasons why the public is allowed to approach the Guards and the horses, but it really comes downs to 'Public Relations'. The British Army really is the ugly stepchild of the UK armed forces. The RN and RAF get the lion's share of the budget and the Army must make do with what little is left over. So the Army command staff has to find some way to increase the Army's standing in the public eye in order to get a reasonable share of the public's taxes. Public Duties is one of those ways.
