Hey finding job is not related with the place you study. Yes previously it was like that, where most companies will recruit in the in-state univs and then they will search other univs, but now it's not like that.. so studying in a good university matters than studying in places where there are companies

there are very few university accepts 3 years course, if u plan to do M.sc in India, then you will be eligible for to apply for masters. Or u can do extensive research on which univ accepts 3 years course.

Cost depends on state and university you are in. And both fields will come under biomedical engineering
