I lived about 500ft from the La Veta crossing this past year. The whole stretch between there and Orange station is indeed a quiet zone. The station restaurant re-opened last Fall as a very nice Ruby's Diner. Never saw the LA times train during the day, usually it passed through around 3am.

Well, there are a lot of "horn alleys". It's more of a general term that a lot of rail fans use to describe an area where the trains sound their horns many times.
