- To get a PEGI rating (Pan-European Game Information), a video game publisher must go through a number of steps. After the initial assessment by the publisher, the game goes to the PEGI administrator for testing and verification. Once that has been done, a license for a PEGI rating can be issued. Does the game have gore or violence? Dynamic visuals, which are present in most video games, are more powerful than just verbal descriptions, and even if a 7th grader watches a gory film about WW2, they are likely to see more bloodshed in a video game than in a single video, due to their interactive potential and repetitious nature.

This video is literally 12 years old which means it should receive a PEGI 12 rating.
if you dont understand the age rating process because it has no dialouge:
the game publisher says the content then sends it to pegi. pegi tests the game to see if it really has that content in it. then they make the official age rating on it and then puts the pegi rating on the game cover.

If you make a game first of all you need someone to publish the game, they are the people that are gonna bring "PEGI" game testers to try the game and give it the rating, but you most likely won't need to know this since the publisher does all the job for you..

Very badly what they are doing in that now any game that has some references to simulate gambling is always rated 18, think and do not be hypocritical, although gambling simulators aren’t recommended for younger children (since they are still don’t understand the concept and due to their high curiosity, it could incentivize them, although not always), it doesn’t mean that they encourage them to bet in real life, that is why it is necessary to differentiate very well between a game that contains some references to betting (like Pokémon Red/Blue or New super mario bros DS), a more dedicated one (like Vegas strikes for SNES) or one where real money bets are already allowed. I understand that FIFA and NBA 2K don’t consider them because these functions are online, which is why online interactions don’t classify them, but they still need to improve their classification algorithm because even the ESRB or ACB (Australian Classification Board) do it much better that you. They only make them generate great mistrust in their classification, now we will no longer know when a game really deserves an 18 and when it doesn't.
