Depends on the uni few clg allows to write few don't personally my uni doesn't allow us to write with colour pens, highlight or use whitener

try to write the imp topic ans 2-3 times and set time with this eventually will get habituated to write fast in time limit and even with this your imp topic will get covered very nicely
