Something they should do with tech in this game is make it so that once all other major countries have it a tech becomes "common knowledge" and is given to the last straggler automatically. Would stop anyone getting outrageously far behind.
They should make it cheaper the more others know of it. Some things were difficult though, and nations such as the United States and Japan had others make the armor for their ships, or build warships for them.
Sooner or later, Stealth is gonna have a navy built from refitted captured/bought ships, minus his purely Spanish destroyers, if he keeps collecting them over getting better territory.
That whole refit issue kind of sucks. If they don't want you to mess with it until its researched they should at the very least allow you to have an option to reverse engineer. At the very least help spped up your current research. That way it would give you a reason to take other countries ships if your behind.
That would also makes playing either Spanish or Russian a whole lot easier. I'm still remembering Stealth quits the Russian Campaign because he can't do research fast enough to make up for the "Far Behind" Status in terms of technology.

They could add option for reverse enginering ships you acuaried to boost your own resarch that way.

why is semi-ballistic AP the best choice? Seems counter-intuitive?
The full AP shells are too strong. They overpenetrate the target. Semi-ballistic does not.
