The stormtroopers from the original Star Wars: New Hope were known for being terrible shots, yes. They were actually shooting to miss so that Luke/Leia/Han/etc would be allowed to "escape" onto the Millennium Falcon which had had a tracking device installed. However, most Star Wars fans don't know this so, yes, Stormtroopers are known for being terrible shots.
