How to change the UPS's battery pack 9PX-2200-3000-RT-2U-Li-Ion

I use Eaton 9PX 2200i UPS. I am a new user. I will not be using the system for a long time and I want to turn off the UPS completely. I did what was written in the manual (page 28). But the screen is on and the fan is still running. I unplug it and the situation doesn't change. How can I turn off the UPS completely?

Can these run entirely off of a external aka EBM with no internal battery?
