I have a defective power adapter, that should output 9VAC but instead outputs 11VAC [that is 22% more] and that is causing my circuit to get hot - how can I drop 2VAC of this power adapter with resistors?

Hi there, I've been told that "active power" was conceived ONLY to make the calculations come out properly! That is
Active Power can be thought of as an "absolute" value, but if you measure across a resistor with an oscilloscope you will
truly see an "ac" signal show both negative and positive peaks...not a "rectified" image as "math" dictates! Is this true?
