The seatbelt working mechanically has nothing to do with the code you are getting or the seatbelt pretensioner being good or bad. You need to remove the shorting clip, then test with an OHM meter to get the proper reading.
Are your seatbelts locked up? Then if so, you need to work on the pretensioner part to get it to release. The tensioners have parts that also need to be replaced before the seatbelt will function properly again. You can repair this yourself and most of the replacement parts we sell range from $15 - $30 and your seatbelt is like new again.
