The Dominion used such devices in place of Viewscreens. They were uncomfortable for Humans to use but were commonplace for Jem'Hadar, Vorta, and later Cardassian officers. Viewscreens are far more sophisticated than a mere camera video feed... It used insanely accurate computer generated imagery to reconstruct the environment surrounding the ship well beyond visual range. It often simplified and condensed sensor data to make it more understandable to the officers on the bridge. For example, the viewscreen would make ships or planets appear far closer than they actually were. In TOS it was even used to reconstruct the bridge of a Romulan Bird of Prey with perfect accuracy just from detecting a transmission sent from it in code.

However at the end of the episode "Loud as a Whisper" it was hinted that Geordi would get cloned eyes with optic nerve regeneration or ocular implants, however he declined the offer due to the tech not being as advanced as the VISOR as well as there being no guarantee that the cloned implants and regenerative procedure would work.

The Biggest horror they probably made him relive was probably the childhood trauma when he was trapped in his house with fire everywhere, this was before he got his first VISOR. He wouldn't have been able to see it but it's one of the scariest moments of his life. It took a few hours before his parents were able to get him out of the house.
