Serco is a private contractor that the UK government has contracts with, Serco is not the government, but they do have very sensitive information that is not for public knowledge. If you are filming into windows on or from a public area, you are not breaking any laws. But the sign on the gate is very clear, 'no unauthorised access', it doesn't matter that the gate was open, you can not access that area without authorisation. They were in the right to detain you using the Terrorism Act and once seeing you were not a threat, they let you go. They did not over react, you may know you're innocent, but Serco and the police do not. In this instant, you were in the wrong and accessed private property and peered through windows with a company that has military contracts with the government.
