I think there should be a special overlord building for criminal heritage, as there’s no real good buildings that feed into helping it much (and overlord garrisons are actually counterproductive).
I really wish that Paradox will put holdings on par with branch offices, like, make the buildings in them a wee bit worse per building, but allow us to build them on every planet. Like, make the holding cap apply per planet and not for whole empire. Maybe with a wee bit of upfront loyalty cost for every planet you "open" holdings on (that would probably require the stuff like Overlord Garrison to have a hard cap on empire or to only be allowed to be build on the capital, like the ministry of truth does)
Noble Chateaus really are a crying shame. I love that civic you get em from (from an RP perspective at least, rather than practical). For such a heavy price in loyalty, if they increased your stability for each filled Noble job you have on each planet, that would go a long way towards making that actually worth it. Doubly so if you caused increased instability on the planet you built it on, instead of costing amenities. Essentially you 'outsource' your own instability to your vassal, which would piss *anyone* off.
It really is a shame that some of these buildings are so much weaker than the others. Like, why would you ever give up the loyalty you can use for taxes, just to put down an off-world foundry for measly 2 metallurgist jobs, not to mention the fact that this building FURTHER costs 1.5 loyalty. Especially a shame since some of these buildings have great RP potential. I do hove they do a balancing pass some time in the future.
Well you tend to have a TON of extra "spare loyalty" you can spend on things like this depending on the vassal. The easiest way to get a large amount of +loyalty/month is simply sticking an envoy on the vassal right after subjugation to improve relations and get your relations as high as possible. There's also the Pledge Loyalty diplo actions you can trade for, which is a flat +1.5/month IIRC.
I'm not sure I'd it is true but I have had problems with my vassals have rebellions pop up left and right and I think it may have been from them bankrupting themselves because maybe the ai isn't really adjusting to the loss of income? It doesn't seem to be a problem if they have a decent economy or when I just don't tax them

Noble chateaus are awesome. Especially with a eucoponopolis as your capital. Also fun fact when you build it and then get rid of it you get to keep the modifier on your capital.

Love your tier list videos Montu, there a big help since I only started playing a few months ago, I just have one minor suggestion. When you are talking about a particular thing maybe have the icon of current thing being talked about be imposed/highlighted to the left or right of the info card. Sometimes the card covers the icon being talked about so me and my buddies aren't sure what structrue/skill/or whatever you are talking about. As I said just a minor suggestion.
I personally think that you've over-valued the Aid agency. I get that almost none of the holdings scale into the late game with subject production (directly at least), but even with that unity isn't a resource that 20 will make a noticeable difference in past the early game. The addition of loyalty isn't enough by itself to overcome the reduction you'll get from having the holding in the first place, so it's still a net malus to subject loyalty. Assuming it's there because of the unity production, it's strange that you have the aid agency at S while the Organic haven and Ranger lodge are at A and C respectively then. The organic haven produces more unity while having the same loyalty boost. Wouldn't it make sense to have the Organic haven at the same tier as the Aid agency and the ranger lodge 2 tiers below the aid agency (I'm aware that the rather significant limitations on the ranger lodge would prevent it from being able to compete even a level below the aid agency, let alone at the same tier)? All that being said, I'm aware that you've probably put thought into your tier list (and that I'm nowhere near the greatest stellaris player to ever live) so I'm curious for greater details as to your specific reasons for ranking the aid agency so highly.
In my last playthrough I got from being an empire's bulwark to being their overlord with 45% tax on everything and 4 holdings. I really like the Gaia seeders. Any way to get Gaia Worlds that does not involve the ascension perk is good. Though I want to test out mass Recruitment Center now. Ministry of Truths are godsends for Habitat spam.
I’m always interested in see what videos you make next. Really helps explain things and if I wanted to really maximize one aspect of the game. Have you done anyone of pop resettlement chance? I don’t think it’s much of a problem anymore because pop growth got a big nerf. But I wish I knew all the “resettlement” options, like the edicts, the civic, starbase module, traits, and city bonuses.
I might be the only one who loves the Orbital Assembly Complex. I need all the build speed for my planets for how SLOW they build new buildings or districts (even with buffs from technology). Because by the late game I end up having a lot of unemployed pops waiting for the next building or district they will work on. So having Orbital Assembly Complex on my vassals does help. Specially since I have next to no need for resources (end game is easy to be already steam rolling the game with lots of resources).
I find it useful for vassals I conquered and released, I don't have the time to get rid of all the destroyed structures or set specific designations, so I hand it over to the ai, build the elevator so they fix in on their own, then tax them for everything they own 10 years down the line
You are missing on the Overlord train tracks (Hyper Relays). That alone makes it better for traveling around your Empire and I can no longer live without it.
@@bkane573I feel like everyone runs this game on a potato or something. Granted I spent $5600+ on my PC but even before I was using a 4090 I ran Stellaris on 32 GB ram and a 2080 super. I never experience tremendous amounts of lag. If I leave a game that has 30ish hours in it and load it there is a slug for about a month or two on normal game speed and it works itself out after that. Since my new rig I experience this issue rarely but I'm using Gigastructures to really crank up those crisis fleet numbers.
The orbital assembly complex got updated so it upgrades the planetery ring of your vassal depending on the modules and it no longer provides build speed increase

--I do agree the ministry buildings are indeed powerful in singleplayer and high difficulties, but the cost of loyalty may be outweighed by the fact that you require a second slot to maintain said loyalty otherwise you have a rebellion in a few years. This is why i believe the Tree of life sapling is S-tier because it does exactly that, but in combo to say the mineral ministry all of your issues are covered and the increased habitability provides even more resources in addition since you will receive taxes of said vassal. There is also the multiplayer aspect in which the player below you may require one less farm planet to sustain their empire and thus help you more in other specialties and be richer with less market trades. --My sense is that the C-tier for the most part is only really useful in multiplayer and Prospectoriums. The main reason is that you want pops to be slaving away for your vassal (and indirectly you via taxation) by providing them with some easy quirks that assist in their management: a player that can send more of their specialists to the alloy foundries/labs instead of the dancing poles. This ironically makes the aid agency/reassigners an amazing combo as both pop growth and pop assembly are inflicted upon your vassal to force the growth of more workers working in the mines, fields, and generators. --As much i would wish the ranger lodge to be higher it seems to me that it is largely useful to other environmentalists, all vassal specialties, ecumonopolis, and players who need to have a militarized economy. For the most part this would be equivalent to the Conservationist trait that said empire should have embraced, but you place it on a planet of your choice as the most vital need or the most population. If placed on a environmentalist/conservationist (which is rare even in multi...so its likely just you doing this) you give the player a whopping -40% to all consumer goods upkeep on their most populated, important planets which makes even Utopian abundance/academic privilege: affordable.
Franchise Headquarters 13:10 is one of the most counterintuitive mechanics in the game! If you are a trade focused Megacorp empire it doesn't make sense to get 1 less trade value for just 0.25 unity! Half of that trade value is generated as energy for your branch office and you can increase that multiplier, but the 0.25 unity is a flat bonus... I think it's easy to increase that by 100% by building 4 smuggler's posts alone and having 100% crime means 75% additional value!
I usually go Garrison, Aid Agency (so my vassals love me and can tax them hard faster), Ministry of Truth and last one varies depending of vassal type or my needs.
The Recruitment Office becomes better and better the bigger your empire population is. That's because the pop you get from it is independent from your empire's population contrarily to the pop you grow yourself. Assuming a growth required scaling of .25, each recruiter's job give you the equivalent of 1.0 growth if you have 800 pops, but 10.0 growth if you have 11,600 pops. In the very late game, it can make sense to build a single habitat on every system and to release them as single vassal with max tax on everything, max holding, and whatnot (when you release a vassal you get to unilaterally chose your agreement with it). It makes sense then to plonk a recruitment office on their capital. Of course, at that point you have already effectively won the game, so I'm ok to put it as C their.
I remember making a tier list before you. :p I think the main difference between our lists is that I valued pop production much more highly than you did and I also valued overlord-vassal mutual benefit significantly more than you. But a note I think you missed, the overlord metallurgist jobs aren’t affected by upgraded factories (last I checked) which means it’s even worse than a normal metallurgist job. Also the vigil command is +3/5/7 now instead of +1/2/4
Would love a follow-up video on megacorp structures, outside of corperate embassy and executive retreat the rest of branch offices always seem like a toss up to me
I'd say mercenary enclave because that's two anchorages by themselves and two less than two anchorages with the logistics core. Which means you can build more starbases to build more ships down the line. And it also helps your allies which is always nice to see.
im liking what what i see well the pictures it nice that they are more themed instead of general pictures, so you could put down two buildings one that adds loytal spelling and one that takes laytel that way you loose none.
My orbital assembly complexes produce 3 alloy per construction ship in orbit, up to max 3 ships for 9 alloy. I was surprised it was in F tier, but the building you describe is completely different in function
Anyone else make a mega church empire to convert the entire galaxy? Between the prosperity temple, on every planet, franchise headquarters, passing the spiritualist policies, and being the leader of a lvl 5 holy covenant, it is satisfying watching everyone ,including those materialist heretics, slowly shift to my ways :)
Wait did you miss discussing the 'Tree of Life' holding at the end of the B-Tier list or am I missing it somewhere... I have had a fun 2 playthroughs for the first 30 or so and 50 years. Best was with a Tree + Hive Mind Empire. But haven't gottent to consolidating power over anyone nearby as of yet. Nevermind it jumped... From planet to planet, must be a super banana-tree as they walk. Also the tree holding is nice because it means you can get more trees (i.e. colony ships). 50 months is 4 years from your holding job - assuming you don't get any bonuses on it. The +1 food for local producers is just to do the upkeep for the underling on the building because they pay it, no?
just began the video but I will say: I think the Noble Chateau would be nice if your vassal is a one planet empire, so let's be honest here the tithe you get from them is just 0, but your capital is a fully developed Ecumenopolis... in that case, that 1% increase in production would mean millions of resources. In such a case, you are just using your vassal as a form of Resort planet basically. And why would you have a one planet vassal? perhaps a buffer state I imagine?
Wow for once I did not mess up this aspect of the game and went for the better holdings. With my Vassals trapped in my Hedgemony I can abuse them so much and it is hilarious being Overlord of the Galaxy and just waiting for the Crisis to turn up. Now I know about the Sacrificial Altar I desperately want to play as a death cult...what does that say about me ?
These overlord buildings can be built on any subject world. Doesn't have to be the capital. The holding limit negotiated in the vassal contract corresponds to the max number of overlord buildings you can build across all the vassal's worlds.
is it just me, or is the posthumous employment centers holding nonfunctional? I keep putting it on Vassal's worlds when there's no pop manufacturing to help them boost their pop size, but when I check the planets, they still aren't manufacturing any pops even though the reassigners are being employed, and they don't have any pops with the zombie trait on their world.
Splinter Hive should be C-Tier at max. Its just +2 Pop on your Capital. Just calculate how long you have to play until you got enough pops out of it to justify that loss in ressources from tributes. Most of the buildings are just really bad balanced. I have no desire to put them on these worlds. The modifiers should also be usefull to bigger empires, so should give some %-modifiers. For Splinter Hive it could be +1 Pop Assembly on all Planets. Even then it would take a massive amount of time to break even. At the point you get the Ability to build Splinter Hive you already have to get 150-200 assembly progress for a new pop. If you have 10 Planets, you get 10 Pops after over 200 months which are over 8 years. If you would use them for Energy production, this translates to 60-120 Energy per Month, which is great. But in this time you lose over 30% of potential ressources of the subject. Which should be much more. So even in this much buffed case it takes 50-100 years to be worth it. Which could be fine. But the normal Version with just +2 on the capital is pathetic as f*** in my opinion. You get better results with just spam habitats. I hope they give all holdings a new balance pass. I want to use them in RP without thinking how stupid it is to take them. Maybe it would be good to seperate them into buildings that you can just build once per subjugate and then have no holding limit. So you can boost their economy with the right buildings. So this would also be an extra point for sunjugation and not just conquer them as a hole.
Montu Idk if you realised this but I stacked Overlord Garrisons for loyalty and at some point in the game, like 10 garrisons with 3 armies each and 200 separate on air armies the army tab just vanishes. I tried running vanilla but it didn't work.
The F tier ones really are F tier and really need a buff. I actually believe you shouldn't have perfect balance and you could have some things be more useful than others but you shouldn't have anything that's completely useless.
Vassals now get a bonus equal to the bonus they would get on one difficultly lower e.g. on Grand Admiral level your Vassals get an Admiral level bonus.
You can build these overlord buildings on any subject world (even several) as long as the total sum of all these buildings does not exceed the negotiated holding limit. An overlord building will state in its tooltip if and where there is a limit for that specific building (typically "Planet Limit: 1", but also "Empire Limit: 1" for some).

I find it funny how the offworld foundry is -1.5 loyalty but turning the planet into asteroid target practice is only -1 loyalty.

--I do agree the ministry buildings are indeed powerful in singleplayer and high difficulties, but the cost of loyalty may be outweighed by the fact that you require a second slot to maintain said loyalty otherwise you have a rebellion in a few years. This is why i believe the Tree of life sapling is S-tier because it does exactly that, but in combo to say the mineral ministry all of your issues are covered and the increased habitability provides even more resources in addition since you will receive taxes of said vassal. There is also the multiplayer aspect in which the player below you may require one less farm planet to sustain their empire and thus help you more in other specialties and be richer with less market trades.
--My sense is that the C-tier for the most part is only really useful in multiplayer and Prospectoriums. The main reason is that you want pops to be slaving away for your vassal (and indirectly you via taxation) by providing them with some easy quirks that assist in their management: a player that can send more of their specialists to the alloy foundries/labs instead of the dancing poles. This ironically makes the aid agency/reassigners an amazing combo as both pop growth and pop assembly are inflicted upon your vassal to force the growth of more workers working in the mines, fields, and generators.
--As much i would wish the ranger lodge to be higher it seems to me that it is largely useful to other environmentalists, all vassal specialties, ecumonopolis, and players who need to have a militarized economy. For the most part this would be equivalent to the Conservationist trait that said empire should have embraced, but you place it on a planet of your choice as the most vital need or the most population. If placed on a environmentalist/conservationist (which is rare even in multi...so its likely just you doing this) you give the player a whopping -40% to all consumer goods upkeep on their most populated, important planets which makes even Utopian abundance/academic privilege: affordable.
They really need to buff most of the holdings, there's so many bad ones.
Franchise Headquarters 13:10 is one of the most counterintuitive mechanics in the game! If you are a trade focused Megacorp empire it doesn't make sense to get 1 less trade value for just 0.25 unity! Half of that trade value is generated as energy for your branch office and you can increase that multiplier, but the 0.25 unity is a flat bonus... I think it's easy to increase that by 100% by building 4 smuggler's posts alone and having 100% crime means 75% additional value!
I usually go Garrison, Aid Agency (so my vassals love me and can tax them hard faster), Ministry of Truth and last one varies depending of vassal type or my needs.
The Recruitment Office becomes better and better the bigger your empire population is. That's because the pop you get from it is independent from your empire's population contrarily to the pop you grow yourself. Assuming a growth required scaling of .25, each recruiter's job give you the equivalent of 1.0 growth if you have 800 pops, but 10.0 growth if you have 11,600 pops. In the very late game, it can make sense to build a single habitat on every system and to release them as single vassal with max tax on everything, max holding, and whatnot (when you release a vassal you get to unilaterally chose your agreement with it). It makes sense then to plonk a recruitment office on their capital. Of course, at that point you have already effectively won the game, so I'm ok to put it as C their.

I think the main difference between our lists is that I valued pop production much more highly than you did and I also valued overlord-vassal mutual benefit significantly more than you.
But a note I think you missed, the overlord metallurgist jobs aren’t affected by upgraded factories (last I checked) which means it’s even worse than a normal metallurgist job. Also the vigil command is +3/5/7 now instead of +1/2/4

I'd say mercenary enclave because that's two anchorages by themselves and two less than two anchorages with the logistics core. Which means you can build more starbases to build more ships down the line. And it also helps your allies which is always nice to see.
im liking what what i see well the pictures it nice that they are more themed instead of general pictures, so you could put down two buildings one that adds loytal spelling and one that takes laytel that way you loose none.

My orbital assembly complexes produce 3 alloy per construction ship in orbit, up to max 3 ships for 9 alloy. I was surprised it was in F tier, but the building you describe is completely different in function

Unless I am unaware of an older patched-out building, there has been no way to generate Influence on-demand like that.
Years ago, there used to be a starbase module that made influence, but there was some kind of limit on them iirc.

Wait did you miss discussing the 'Tree of Life' holding at the end of the B-Tier list or am I missing it somewhere... I have had a fun 2 playthroughs for the first 30 or so and 50 years. Best was with a Tree + Hive Mind Empire. But haven't gottent to consolidating power over anyone nearby as of yet.

Also the tree holding is nice because it means you can get more trees (i.e. colony ships). 50 months is 4 years from your holding job - assuming you don't get any bonuses on it. The +1 food for local producers is just to do the upkeep for the underling on the building because they pay it, no?

Ascetic gives you Ranger Lodge holding, but this building cannot be built without the Overlord DLC. It doesnt say this anywhere in the tooltip though.

just began the video but I will say: I think the Noble Chateau would be nice if your vassal is a one planet empire, so let's be honest here the tithe you get from them is just 0, but your capital is a fully developed Ecumenopolis... in that case, that 1% increase in production would mean millions of resources. In such a case, you are just using your vassal as a form of Resort planet basically. And why would you have a one planet vassal? perhaps a buffer state I imagine?
What makes the Noble Chateau even worse is the fact that if there's one planet in your empire that's in no lack of stability, it is your capital.
Wow for once I did not mess up this aspect of the game and went for the better holdings. With my Vassals trapped in my Hedgemony I can abuse them so much and it is hilarious being Overlord of the Galaxy and just waiting for the Crisis to turn up.

These overlord buildings can be built on any subject world. Doesn't have to be the capital. The holding limit negotiated in the vassal contract corresponds to the max number of overlord buildings you can build across all the vassal's worlds.

is it just me, or is the posthumous employment centers holding nonfunctional? I keep putting it on Vassal's worlds when there's no pop manufacturing to help them boost their pop size, but when I check the planets, they still aren't manufacturing any pops even though the reassigners are being employed, and they don't have any pops with the zombie trait on their world.

Splinter Hive should be C-Tier at max. Its just +2 Pop on your Capital. Just calculate how long you have to play until you got enough pops out of it to justify that loss in ressources from tributes. Most of the buildings are just really bad balanced. I have no desire to put them on these worlds. The modifiers should also be usefull to bigger empires, so should give some %-modifiers. For Splinter Hive it could be +1 Pop Assembly on all Planets. Even then it would take a massive amount of time to break even. At the point you get the Ability to build Splinter Hive you already have to get 150-200 assembly progress for a new pop. If you have 10 Planets, you get 10 Pops after over 200 months which are over 8 years. If you would use them for Energy production, this translates to 60-120 Energy per Month, which is great. But in this time you lose over 30% of potential ressources of the subject. Which should be much more.
So even in this much buffed case it takes 50-100 years to be worth it. Which could be fine. But the normal Version with just +2 on the capital is pathetic as f*** in my opinion. You get better results with just spam habitats.
I hope they give all holdings a new balance pass. I want to use them in RP without thinking how stupid it is to take them.
Maybe it would be good to seperate them into buildings that you can just build once per subjugate and then have no holding limit. So you can boost their economy with the right buildings. So this would also be an extra point for sunjugation and not just conquer them as a hole.
Ministry of truth has been my go to. Just get that high influence and tax your subjects.
Montu Idk if you realised this but I stacked Overlord Garrisons for loyalty and at some point in the game, like 10 garrisons with 3 armies each and 200 separate on air armies the army tab just vanishes. I tried running vanilla but it didn't work.

The F tier ones really are F tier and really need a buff. I actually believe you shouldn't have perfect balance and you could have some things be more useful than others but you shouldn't have anything that's completely useless.

Vassals now get a bonus equal to the bonus they would get on one difficultly lower e.g. on Grand Admiral level your Vassals get an Admiral level bonus.

You can build these overlord buildings on any subject world (even several) as long as the total sum of all these buildings does not exceed the negotiated holding limit. An overlord building will state in its tooltip if and where there is a limit for that specific building (typically "Planet Limit: 1", but also "Empire Limit: 1" for some).
