You have to get the Silph Scope from Team Rocket's secret base in the Game Corner in Celadon City, then you can get to the higher levels of the Pokemon Tower in Lavender Town to rescue Mr Fuji. Then you can either travel to Fuchsia City and challenge the Gym Leader, Koga, or you can access Silph Co. in Saffron City and defeat Team Rocket, then you can go inside Saffron City gym
