No worries, welcome to Premiere Pro! To cut clips quickly, I use the Razor Tool (shortcut: C). You can click anywhere on the clip to cut it. Another quick way is to move the playhead where you want to cut and press Ctrl+K (Windows) or Cmd+K (Mac). To know what 4 frames is, you can zoom in on the timeline to see each frame clearly.
