As an M3 Ellen haver, I always felt like her dmg was enough even without the stunned enemy, so Caesar, who let’s my Ellen just destroy everything with comfort and buffs would be a fine addition to my roster.
Fully agree with you on Caesar not being a must pull. She doesn't seem to really shift meta at all. I think that has more to do with the fact that she doesn't have any stunned damage multipliers in her kit. She can't really setup burst the same way that Qingyi, or Lycaon can. She does seem really strong for more constant DPS characters like Piper, Billy and Nekko though.
I'd say Caesar provides the most value out of all the banners so far because she can provide a lot to an account since she can pretty much fit into all roles and slot into most teams while providing some of the best buffs in the game. And you can S-Rank everything in the game with the base roster (even the supposedly worst agent, Billy), so no agent is a must pull tbh
I agree with you that Caesar may not be for everyone , if the players who already have other stunner or tanker ,they may be able to skip her. However, Caesar's charisma is undeniable so I will go for her at full effort.

@@SolessSolXS just early game and for low skill level he’s strong for those types of players but as they get used to mechanics he’s not a top pick for most teams. Caesar will likely age better than Zhong , but the other reason I compared her to him is because for many players who like some of the challenge in the game, characters like Zhong Li/Ceasar with their mitigation and interruption resist sort of trivialize certain content.
If Caesar is not a must pull, then no unit is a must pull. She is like the Ruan Mei of ZZZ and will be relevant for a very long time. Being able to attack with your DPS without interruption is a big deal. With Caesar you can just charge with your DPS, ignoring the enemy attacks. When your shield is low, switch to Caesar for a few seconds to refill your shield and switch back to your DPS to attack. Who need a stunner when you are invincible?
The only thing with this is that most DPS in the game rotations are fast enough that you don’t really have a hard time not being interrupted. The only one that has this issue is Ellen with her long animations but everyone else can live without it. I also don’t believe any character is ever a must pull in any gacha game
