If North Indian farmers don't move away from the wheat/paddy cycle, the ground water is going to reach toxic levels and stuble burning will harm their own health. The need to sensibly avoid this has been known for decades and most experts have recommended such reforms (farmer unions themselves have asked for them for a while now). Punjab Govt formed committee on this topic most recently which also suggested reforms along the same lines. But it seems politics has taken precedence and once again, the farmers seems to be losing out. They need more freedom to grow-sell whatever-whenever-wherever they want so that they can achieve higher incomes and efficiency to make it all sustainable (without having to rely on gov for anything).
