Yes. That's to confirm the section signal is clear (green). If the signal was at danger (red) the fireman would give a thumbs down and call the the signal as 'red'. The crew will also verbally call the signal in addition to a hand signal, especially if the loco is working and possibly the injector is on. There will be a lot of noise in the cab so a handsignal is useful to backup the verbal instruction.

We had a mixture of Shotton coal, the small lumps that burn away to nothing quickly and the Russian stuff that takes a while to get going.
