If I remember correctly, these weren't throw away songs, more that they weren't as well developed when Death Magnetic came out. They liked these songs so much, though, that they went back and finished them up so that they could release them.
I think the reason why these songs didn't make it on the album is that it is too long anyway (technically speaking and considering the way of pressing cds), so they had to leave some songs unreleased. They probably left out the ones they thought were not good enough. A year or two later they changed their minds, polished them up and released this ep (4 songs) as they didn't want these songs to be forgotten or stored away. It was practically an additional surprise for the fans. And if you listen well, you'll hear that some of the riffs are too repetitious and too long.
The question for me has been in a world where these 4 are on DM, which of the tunes on DM flip to being cut and released on BM? Would BM be the first time we heard, say, Cyanide or The Day that Never Comes? I don't know the answer, but it's fun to think about what could have been...
