It is a dance song like this called "Stop Fooling Around" by Yvonne Murray. It was in a movie called "Breaking All The Rules". No not the new one, the Canadian one from 1985. Been trying to reach the producer, Paul Zaza with no luck for MANY years now.
I too have been looking for this, very hard to find. I did manage to find an extended version, at a length of 6:30secs, which is a bit too long. This is better. Thanks so much for uploading!
The liner notes of the soundtrack album they explain that Fiedel had to mimic the song Jodie Foster danced to (which Foster picked.) during filming of the scene it's used in, because the original artist didn't want his music connected with rape. (The booklet doesn't say who the artist is, but yeah, the song does sound Prince-y.)

Jodie Foster picked Prince's "Kiss" song, but Prince didn't allow the song rights for the movie, so Brad Fiedel wrote the song.

Kind of sad that two of my fave songs, this one and Rise by Herb Alpert, I was introduced to in movie and TV rape scenes as the song played.
