Most of these are distinct riffs imo. Eg. GOTDF has a different rhythm and adds the major third interval, Snake Charmer and Secret Crowds are completely different. I would've done Snake Charmer and The Machine instead, those are essentially the same riffs just in A instead of B.
Honestly its more impressive that he can do the same riffs in multiple songs and nobody bats an eye about it since he can make it sound differnet at the same time... Think smarter, not harder
This is totally normal, a guitar player has a signature style of playing like a shape, scale or a technique, Tom always uses power chords, octaves, palm muted, pull off's or fast downstrokes in a different major scale A, B, D, C... Anthem part 2 for a example has the same shape of riff from everything's magic in a C, not the same riff because melody changes. Every good guitarist can do that, that's not something wrong with Tom.

He is who he is. I'd say it's "his style." Most songwriters have that similar effect where their music "sounds like them." I always loved Tom for his ability to keep it simple and appealing. That's just my opinion though. Tom is the reason I started playing guitar. Although he is not per say my favorite guitarist or the "best guitarist" he certainly does have a knack fir writing memorable riffs. 😊
Tom can use 4 chords and make more songs thay sound better than most bands that shred the reason they've beem around so long. Yet some of these band only last one album 🤣🤣

Tom didn’t write the melody for Restless Souls’ chorus. Aaron Rubin did. So you can remove that one I guess.

Nearly every guitarist uses a variation of a their riffs in different songs.
sometimes musicians do it on purpose as a reminder to earlier material, its not uncommon at all, you can hear that on various other bands.
in the music business if it works, rinse and repeat....
