If you're Alliance and you don't have the portal to Vashj'ir, go to the docks, talk to Recruiter Burns, and accept "Call of Duty". You'll be ported to Vashj'ir to complete the quest, and the portal to Vashj'ir will also be unlocked if you ever need it in the future.
