I live on base in Virginia right near the ocean and the power goes out frequently and I got a BLUETTI Station AC200MAX, 2048Wh LiFePO4 Battery Backup and I have a solar panel for it and I’ve practiced using it and I can pretty much use it for everything. I keep extra water and a good supply of non-perishable food. It’s always good to be prepared. Don’t tell your neighbors what you got cause people can get desperate.
As long as there is pressure, the water is safe. Water districts have back up generators and in some cases, gravity tanks to feed the system. The water in the lines doesn't automatically go bad just because the power goes out. Maybe you should learn something about how these systems work before spouting bad advice.

4 hours? It's definitely longer than that. The food itself must be warmer than 41°F for more than 4 hours before it goes bad, the fridge will take time to warm, and the food will take even longer. Especially because water has a higher specific heat than air, so even if the air warms up to 50°F the food will take longer to warm up to that temperature and then you start counting up to 4 hours AFTER that happens.
Also once thing to actually do is to use a 5v power bank that dosent support pass through and use a ikea usb light and when used that when the power goes out simply the power bank looses charge power and then outputs from the usb port to power the led light and the ikea ones make the power banks last a long time!
