@@yogeshswarnkar6065 Nothing is needed. Only company registration is fine. Your company should be working on any idea which can employ many employees or it should generate high revenue in future. This you have to showcase that you are going to achieve this in future, not right now.

Apologies for the late reply. Yes, re-application is allowed.
Please see this. The last paragraph answers your question.
"If the application for recognition has been marked incomplete, the startup is given three chances to complete it.
If the application has been marked ‘Incomplete’ thrice, the application is rejected.
Rejected applications cannot be edited, and a new application can be submitted after three months from the date of communication of the rejection email."
