Background for this assumption is that i wanted a potent Nibblegar and was just pressing away on the answers and i got a Toruga recommended and then there was one in potent. Some tries later and actively getting Nibblegar recommended, a potent Nibblegar appeared. Might be a coincidence might not, but felt like sharing it.

I have squilli potent I don't if it have 20 potential value or not cause it's lv 14 now so it need more exp is there any other way to know it's potential value
You can use a Potential Reader or I can help you figure it out. What’s the blue exp at the top right corner? And how much exp does Silquill need until it evolves?
Please answer, I got Toruga exp 24 as in the video but I use fighting automatically the level increases and the lvl up exp automatically increases, is it still possible to issue perfect potential in the donor lab?
I usually just calculate their exp and figure out their potential. There’s a chart that I use to figure out their values. 32 is good. Your starter has a potential value of 19 :)
The amount of experience needed for the next Potential level is 24. All starters start off with 138 exp points (the number at the top right hand corner), and if you add the blue exp to that number, you’ll get a bigger number. This number defines the Coromon’s Potential Value. So 24 + 138 = 162 experience. This translates to your starter having a PV of 20 :) I have a video that goes more in depth to this. Check it out.
Can I ask how should I skip the test? It's just really annoying how u need to go through the test multiple times. Please tell me if there's a way to skip the starter test! Btw thank you for the tips.
