I believe that Tubbo seeing Tommy exiled caused him to have a change of heart. He knows he made a mistake of betraying him which is why he gave his presidency away. I hope that Tommy will soon understand that Tubbo felt forced to exile him and they become even better friends than ever.
Tommy is starting to move on by making his own land but Tubbo still wants to be Tommy's best friend. I hope they do someday 😣
