Great question, needs detailed answer, but basically, railroads own some, car leasing companies own some, private owners own some for their own use, like power companies and grain co-ops, etc. Reporting marks, 3 or 4 letters, can be referenced. If you Google railroad reporting marks you will find a long list to identify owners.
