I think Rublev could even go in D tier. He did win in Madrid however rest of the season was pretty bad. Only 1 GS QF, good January, okay-ish August but other than that it was a disaster and those loses to Muller, Comesana and Tirante were shocking, it's hard to find a player who didn't beat him this year.
The loss to Muller actually wasn't surprising at all given he shouldn't have even been playing Rome because of how sick he was in Madrid and he clearly hadn't recovered. The other losses absolutely

He is ranking player's seasons and achievements ***compared to their potentials and expectations*** -- for example S tier for Fritz despite only two 250 titles because by reaching the finals in US Open and ATP finals he went above and beyond what was expected of him. Alcaraz on the other hand reached incredibles highs (Channel slam, Bejing title v. Sinner) but also didn't perform up to his standards for the rest of the season. He finished ±5,000 points away from Sinner in the ranking, and third overall -- so he would have not have deserved anything more than an A tier.
OK but like Berrettini Carlos had two major injuries he had to overcome, the ankle and arm. He was also sick as a dog at ATP finals. People forget this.

But Sinner missed at least as many torunaments as Carlos and still got many more points and won much more.
I assume this ranking is based on what the player is capable of. If so, it makes sense for alcaraz to not be in S tear because he is far more capable than this but this season most likely was close to fritz's best level so S tier makes sense.
