Columbia beats both of these options now for both Spain and Portugal. Obviously not at the time but those Muskets are faster now and its the only revolt where you can theoretically get Imperial stat revolutionaries.
South Africa is still the best though. Probably broken now it gets Imperial war wagon, especially on Dutch when it can get 30 cbds and two extra banks on top of their normal banks and vills and imperial eco techs. Whether they can make it that far is something else but it’s pretty strong.
Also yes, all revolts outside of Mexico cost that much. It is interesting though that you admit you don’t know that much about the age 4 game and revolts. Back when I played many were like that and people really got salty when I didn’t play the normal age 2/3 game, got annoying so I quit.
