The trick I found was distancing so he kept going into his swirl attack repeatedly, then chipping him with hits, then darting away before he does his tail strike. Also, while he is doing his AOE ground attack, stay away and apply your buffs.
After dying to him 3 times, I found an easier way to kill it. Keep a distance from him and wait for him to do the flying slash - perfect dodge it and wait for him to stab the ground (another perfect dodge towards him). At this point u will be behind him - light attack till u start spinning the staff then dodge again (cause he will tail whip u) then your light attack final hit will land on him then back away as he will use the lightning on the floor skill - rinse and repeat this all the way (didn't use any gourd or spells for him, full health down)
Most annoying attack is his lighting on ground that explode. You supposed to perfect dodge it within very small time frame. I always get hit with the second explosion. That hit box is crazy
I am surprised that so many people call Cyan Loong "mediocre", or "reasonably easy" boss. To me, he's the most "get good-ist", Dark-Souls style boss in chapters 1-3. Yes, he has few attack patterns, I appreciate that. Yes, they are clearly telegraphed, thank you. But (i) his most frequent, basic attacks take away about 40% of your HP (_fail_to_dodge_twice_in_a_row = +/- dead), the arena is very small (can't keep distance, dodging is more tricky), and, to add insult to injury, 90% of the time the guy doesn't pause at all (no time to heal - and you have to heal both HP AND paralyzation from lightning, which is really infuriating, given the ridiculously long healing animations in this game). Stunning is possible, but does not work well: the bastard recovers very quickly and never lets you to get a full combo in (unless you are a DS veteran and always stay within arm's reach of the enemy by perfect-dodging everything). Wind bell does no good: yes, it knocks him down, but the duration of that is even shorter than your normal paralysis spell, so when you run up to him he is almost always back on his feet ready to whack you.
I'm in chapter 4, and so far, no boss has been as hard to me as the whiteclad noble, i was stuck there for days. The black bear gave me trouble for se veral times just like the vanguard tiger, all other bosses are relatively eas

The wind bell from ch 2 also works in knocking him to the ground and interrupting his attacks allowing some free hits. Never summon clones when his electrified as he'll make short work of them. Other than that just do what this guy did, get good and utilize all your smashes and spells at the opportune time.
After many failed attempts, used subduing tiger, shock-quelling, and evil repelling buffs, activating them whenever they expired, and I opened by whacking him hard with immobilize and pluck of many wind tamer, and wandering wight, then kept distancing myself away from him to goad him into doing his swirling attack and its follow-up, then got in quick hits, I rinsed and repeated till he was done. The key thing for me was putting him into his swirling attack and using the buffs.
The wind charm cancels his lightening attack when he plunges his sword into the ground. Mine charges twice, when I played at a very measured, always dodge, then sneak a few attacks style. Then I used thrust when I had 3 focus points, which gave me back a bit of health. Stay patient and keep doing the perfect dodge.
This really hammers his health down. I kept my distance and kept re-using evil repel,. tiger subdue, and shock-quell (best time to do this is when away from him while he is doing his AOE lightning).

For those who have unlocked the weavers needle, Just use that during second phase along with pluck of many, You wont even be hit by more that 3 attacks and drain all his health out by 4 focus attacks😂

Don’t need to perfect Dodge it, just Dodge behind him, and not to the side or backwards.

I just use same method and keep push him to the edge of the cliff, after that just use wind timer bell to push him to the ocean and its an easy win 😂
