The motto of the story is: metals may look the same, but some are a *lot* stronger than others. Recycling is great, and I admire these folks' ability to improvise, but I'm not sure I'd want to trust anything important to those bolts, that's for sure.

Rebar is generally a high carbon, high strength steel, not "iron". These machines are antique units from U.S. factories used in the 60's. These are probably better quality/stronger bolts that you would get out of today's manufacturing processes.

However, they get good salaries - $25-50 in a week; and get absolutely no pensions when retired.

Fantastic. And cold formed and pressed bolts get some case hardening. For tempering, these bolts would have to be taken to another facility for heating in furnace and controlled cooling and anealing. The furnace guy probably has an operation a block down the street, take left turn. Very nice Enterprise, and a very nice way of dividing "manufacturing specializations" into small low investment operation. Takes a lot of courage and devotion. These are not the explosive bolts used between stages of a Saturn 5 rocket, so don't be so critical.
I ran a header at Huck mfg for ten months. The blanks I made were then rolled and heat treated for a certain tensile strength, but it only works on carbon bearing alloys. You cannot heat treat soft iron such as rebar is made of. It has no carbon because it's soft on purpose so the knurling surface texture can be easily pressed into it. That knurling is what the concrete grips onto when it cures. Soft iron is totally the wrong alloy to make bolts out of.

It will work as a bolt. But will not have any consistency in the quality of the steel. One batch might be ok, and the next will be junk. And like Forest Gump said...you never know what your gonna get.
I find it so difficult to wrap my head around the bedlam and chaotic piles of metal rods and other unfinished olds and ends just laying about and they literally just take it all for granted even walking on the stuff but the poorly maintained factory machinery are so antiquated and out dated the mere fact that they produce a commendable product I think that’s a miracle in its self
These can be maybe used for super non critical operation but making stuff out of "mystery" steel is never a good idea when it needs to hold. Rebar is the cheapest grade of mild steel and does not have very good content guarantee. I.e. individual pieces are stronger than others in same batch and there is difference in batches. Even for a lowest grade bolt you can end up with some that have inclusions in them which make them fail. Machines are from US / Europe - taken out long time ago and now beaten to death - with it seems very dirty lube.
Do these bolts meet absolutely any internationally accepted standards? Like ASTM, SAE, DIN, BIS ???? No wonder we can't make anything to international standards.

This is how you get cheap product here in she states. 3rd and 2nd world countries that have little regulation so that the cost of the product is as cheap as possible. Then corporations can sell you those cheap products at a premium so they can keep their stockholders happy.
Next time that you go to the big box store to buy a box of small bolts, look at the country of origin labelling. I'm sure that Pakistan and India will be listed

Rebar is decent quality carbon steel, it's designed to be strong in tension.
As long as the bolts are annealed correctly they should be ok.
