I just got the game 2 days ago and was able to get the grapple when I met Sanhua, but I didn't get the levitator. Is there any other way I can earn it or?

Either you havent encountered the quest to have the levitator yet, or you have not equipped the levitator with the utility wheel.
Press esc, scroll right, click utilitiy wheel and you should be able to equip the levitator on your wheel. Then press tab and select the levitator.
