Did they put Rocky back up at the top of the art museum steps where he belongs? They have been so fickle about where to place him! First, he was at the top of the steps, then they moved him to a sports arena, then they brought him back to the art museum but they put them downstairs and around the corner, and now he's back at the top of the stairs?!

The Elmo led drumline was excellent, but there was something missing and I can't quite put my finger on it?...Wait! That's it! The missing part... It should have been led by none other than...The vigorous, the brisk, the zippy and lively...High-Energy Sean! Now don't be writing book report...Yo Ma! And a tip of the cap to the Captain for bringing us 'the middle of the night chaos'!
It is called Philadelphia Get To Know Us. It was used for commercials to promote visiting Philadelphia and the various attractions you could experience in Philadelphia. You Tube has several videos showing the old commercials.
At the end where you saw the photographer walking away may have been because that police car was parked nearby with its top warning lights on. That light would have prevented him taking any long shutter timed photos.

Long exposure is how pro photographers take night photos. He probably thought being there middle of night was time to do it.
At least he was polite about it.
Yeah, he's using ambient light, no flash. Hence multiple seconds of an exposure, and the need for a tripod.
