Throughout 6 DLCs that are scheduled for release between November 21, 2022 - March 2023, we will feature 12 leaders brand new to Civilization VI and 6 new takes on classic Civilization leaders.
The Leader Pass is available on Steam, Epic, Mac App Store, and iOS only. On Steam and Epic, The Leader Pass is included at no extra charge as part of Civilization VI Anthology, or can be purchased separately.

For those complaining about historical accuracy...you are playing a game where "barbarian villages" build submarines and giant death robots smoke spearmen still hanging out thousands of years after they were relevant because their leader forgot they were parked in a city.

civ6 was released in October 2016, a few months after Queen Elizabeth II surpassed Victoria in length of reign in May 2016

Now I am curious. Long-time Civ players: have we ever had a leader available who was still alive at the time? For that matter, have we ever had a leader available who was still alive when Civ 1 came out (in the early 1990's, I think)?
I understand why they might hesitate to do so. As long as someone is alive, they could always do something scandalous, out of character with their Civ persona.
TBH, I wish it was her when she was older, since that, alongside her young in the white dress, is her most popular image.
Maybe in a future game?
Civ VI has other leaders returning from other games at different points in their lives, so that trend might stick for future entries.
(Comparing to Civ V for a couple of examples, Pedro II looks and sounds much younger this time while Wu Zetian is instead much older.)
Maybe would have been a bit more work and changing the character model than just changing her outfit most alternate personas are the same other than their outfit. Maybe could have grayed her hair a bit to symbolize an older Victoria

It says in this video that Victoria "ruled over industrial expansion, educational advances, and the end of slavery," but Victoria became Queen in 1837, and slavery was abolished in1833...
In UK yes but Britain helped to abolish it in rest of the world.

Yeah this Age of Steam persona might have been better as the later, sorrowful Victoria (black dress, stern emotions etc.). Then you would have a peak imperial c.1890s version as well as the earlier 1840s one.

I'm glad the third bullet point mentions the British worldwide campaign to end slavery. It's often forgotten and not taught about in schools. Maybe now, more young people will get to know about it.

And this Pass is named "Leader Pass" for a reason.
It's a lot more work to design an entire new civ than just a leader. The main dev team is busy working on civ7.

Leaders, not civs. And technically England has only 3 leaders, but will have 4 leaders/personas.
China is a massive country with thousands years of history, so there was a lot of leaders to choose from. Also a large chunk of the playerbase is from China and they probably kept asking for more leaders.

Classic Civ, pics a german woman who is ruler of the UK to be ruler of England. Now, if they had made her able to be ruler of england or scotland, that could have been interesting. bluddy merkin schools.
Victoria wasn’t German.
It would have been more interesting to have her be able to rule Scotland as well to better reflect her status of a UK ruler, true.
But that German heritage point is clearly irrelevant, it doesn't change the fact that she lead England (and the rest of the UK). If anything, it would be nonsensical for her to 'lead' Germany in-game when she never led its people historically.
If you really want to break out the broad brush, England has been ruled by different types of Germans for the last 1500 odd years or so.
It's not any worse than having Frederick Barbarossa as leader of Germany when he was actually the Holy Roman Emperor, or having Pericles as leader of Greece when he was actually the leader of Athens.

What do you think the Mongols did? Such is the history of the world. You will not find one empire which did not commit atrocious acts. Such is the result of power. Had the Irish taken over the world, they would have done the same.
If your nation is run well, its population will increase, until it cannot be sustained anymore. At that point you have 2 choices, let your people starve or start a war to conquer new territory so you can support your expanding population. Any sensible leader will choose the latter option, or they will surely be overthrown. So you're basically blaming the British for having a succesful nation.
