I think "Redeemability" is also a good one; though you might also call it "charisma." All good villains (in my opinion) aren't purely evil; there's a side of them that makes you think "hey, maybe they'll turn around" or "hey, this guy isn't so bad."
Take Thanos; he found compassion for Gamorra, which makes us think "hey, he isn't so bad" (until he murders half of her people whoops). Or even IDW Megatron, who had a whole story arc where he became an Autobot and sort of kind of redeemed himself.
Thank god, finally someone realises that BW Megatron is just as great a villain as Thanos and Darth Vader

It is mainly because of the childish and story less reputation from Micheal Bay and the Unicron Trilogy that make people ignore or pass off Trasnformers stories like IDW MTMTE/Wreckers trilogy, Beast Wars, Prime, and Animated.
BW Megatron is one of the most underrated villains of all time. I actually like him more than Vader. Wish there was another Beast Wars show, so we can see more of his hamminess. YEEEESSSS

True, an enjoyable villain does have at least one of those traits. I really enjoy Ra’s al Ghul for example. He has charisma, an interesting motivation, and he is a formidable opponent for Batman. Court of Owls are pretty intimidating. Then there’s Ganondorf, who hit most if not all of these and does have consistency.

let me have an example : we all know the evil queen from snow white , she had one single goal : to be the fairest of them all . she will do anything to kill snow white (huntsman, become a hag) she is not some kind of passive villain , she will do stuff instead of sitting around .
another example : villain help the hero but also planning evil stuff kind . Hannibal lecter from slience of the lamb , keep on helping agent starling and planning his escape . truly evil but somewhat useful to the protagonist.

Senator Armstrong is one of the most highly regarded video game villains in my opinion. He checks Charisma off tenfold, his Motivation is amazing, he's a hell of an equal with Raiden in many ways like Sam, and he's got Intimidation down with his balls to the wall strategy of footballing you to death like a juggernaut.

In my opinion (which nobody really cares about) I feel that Tartarus from Halo 2 or Atriox from Halo Wars 2 are perfect examples of villains. They both meet the criteria of what a good villain should have. Both are threatening by what they can do and the way they look, both have extreme charisma and motivation (Tartarus fulfilling the Great Journey even if he sacrifices his own fellow brutes and Atriox was betrayed by the covenant so he started a new for known as the banished who are all Heretics.) Finally, they are both DEFINITELY equals to the heroes. Tartarus is a strong opponent who beats the Arbiter (The hero who has the most conflict with Tartarus) and Atriox is shown absolutely beating the ever living shit out of three Spartans, (Genetically enhanced super soldiers) at the beginning of the damn game. There is a bonus one I am adding that is what lead up to the final battle. In Halo 2 The Arbiter finishes hi mission but than Tartarus intervenes and takes the prisoners to his ship, The Arbiter than proceeds to say that the retrieval of the icon was his responsibility but Tartarus replies was your task now it is mine. Then Tartarus says "A bloody fate awaits you and the rest of your incompetent race, and I Tartarus Chieftain of the Brutes will send you to it!" The Arbiter than states, "And the Prophets (Leader of the Covenant) learn of this, they will have your hea-" "When they learn? Haha fool they ordered me to do it." This betrayal was not expected do to the development of the two of them being partners. Now Atriox on the other hand is much different. The three Spartans of Red Team enter a dark room when suddenly Jerome is lifted by a shadowy figure and he tries to stab Atriox but his armour is to strong and has his arm injured by Atriox. When he is on the ground in pain Atriox's Gravity Hammer powers on and Jerome is hit and thrown across the room while having his helmet knocked off. Atriox picks up Jerome's helmet and crushes the helmet in his hand "As I expected nothing but a man." When Red Team escape Atriox says "yes, run little demons, hunt them down, find out where they came from, and bring me back anything... useful."

Speaking of Megatrons (after the Animated bit), TFP Megatron is another great villain. His voice, design, motions, all of it conveys intimidation and power, and while he mostly stayed on the Nemesis, he proved himself by kicking absolute ASS every time he entered the battlefield himself.

This is why Im happy most of the 80s franchises that survived to present were allowed to change with the times and story expectations. The villains are a lot more complex.
One of the more underrated villains in modern media probably is the Didact from Halo 4. Hear me out: He's what John-117 could become if he lost his humanity, a dark mirror of the idea of a soldier being just a killing machine, remorseless and without compassion. He acts as an obstacle for Chief to overcome both physically and psychologically, and while I think the final battle was bad because it was just a quick time event, it was thematically awesome because it was the last time Cortana and Chief fought together, and it showed that Cortana was going to go out on her own terms as her mind faded into rampancy.
AND THEN HALO 5 COMES ALONG AND ***** IT ALL UP! Brian Reed is one of the worst writers I've seen.

I think one of the best parts of making a villain interesting is to have them operate on a similar motivation to the protagonist, but another way is to make them absolutely incomprehensible and more or less a force of nature that cannot be reasoned with or understood(such as the Xenomorph from aliens). A villain that has a different worldview and morality than we do is nowhere near as scary as one who has a point or one that, say, is only doing what it's programmed to do(such as an alien creature or non-sentient machine).
I honestly think Thanos is one of the weakest strong villains in the MCU. Infinity War is honestly "WATCH THE VILLAIN COMPLETE THE EASIEST FETCH QUEST EVER AND KILL OFF ALL THE CHARACTERS YOU'RE ATTACHED TO IN AN EXPLOITATIVE AND COMMERCIALIZED EXPERIENCE MADE TO MAKE YOU WANT TO SEE THE NEXT MOVIE". I may have thought about it too much, but we don't have enough context as for why Titan collapsed, and we don't see the result of his previous half-genocides. Without that, all Thanos has is a paper-thin motivation of "BALANCE THE UNIVERSE" which is about as interesting as "MICROWAVE A HOT POCKET". We see that they've accomplished at least rudimentary space stations and tether-elevators, and if you have the tech level Marvel is at, overpopuplation shouldn't be an issue. FTL travel would make colonies a breeze to set up, orbital hydroponic stations could grow food(or it could be vat-grown easily), and megastructures have been built in the MCU that could hold more people than a planet ever could. This is probably because I've watched too much Science and Futurism with Isaac Arthur, though. He's also too powerful, if that makes any sense. He curbstomps everything in his way, which makes it seen contrived that he just used puppets beforehand if he could have just done it himself faster and easier. His attachment to Gamora felt really kind of "Well, crap, we need something for him to care about". It's a better motivation than his comic self, but to be fair, anything is better than "HE WANTS TO **** DEATH HERSELF!"

Killmonger from Black panther is a the perfect example of having a reason for what they do and compelling backstory. It makes you question who the bad guy is
