She is a wonderful person. When she was in high school, I got to watch her race the Washington State Championships. She and her sister went one-two in the 1600. I was coaching a girl who was in that race. Olivia and her sister Andrea are both class acts.
An MRI is needed; that's an ACL injury until proven otherwise. If Ms. Markezich ever sees this comment: There is a consistent issue with landing too straight-legged on hurdles, and especially off the water jump. It doesn't appear to have just been a one-off thing. After surgery and rehab, it would be highly recommended to spend significant effort on retraining motor patterns (and gaining quad/hamstring strength) to improve knee flexion on landing (and the ability to land "softly") so that this injury does not recur.
