that tasty little lick at 5:06 is a mix of scales if I'm not mistaken.
- 1st note is the minor 3rd to Bb or b13 of the F altered scale
- 2st note is the 3rd of the Bb7 chord
- then 4 descending notes of the F altered scale
- then 5 notes from the whole step, half step diminished scale
- then resolving to 4th chord Eb7
altogether it's something like: C#, D, C#, B, Bb, Ab, E, B, Bb, B, Bb, Ab, G, Bb, Eb
really cool lesson though, will probably buy it. Allen's tone and phrasing is its own class I think..

Why does F altered work so well over the Bb7??
I think he' not using the F altered scale as a scale "over the Bb7" but he's playing F7altered for a moment before returning to Bb7, so it's the V7 of Bb, resolving back to Bb. So it creates tension and resolution. Rather than thinking of it as an option over the Bb...

I've watched a few vids on the melodic minor.
BUT I was originally looking for altered scale lessons... one guy said its just melodic minor scale played a semitone up...
slightly wrong but right enough that I eventually realised it was played off the 7th note.
So I understood when Allen here said:
"don't be afraid it's only the 7th mode of the melodic minor scale"
