Iirc in his batman failsafe comic arc Zur-En Arr tells Batman that the real reason he doesn't kill Joker is because in his eyes he is just as bad as the Joker (mentally speaking, that they're both as equally mentally unstable) And that if he gives up in the Joker that means he admits he doesn't deserve help either

I think this message worked many years ago when the villains were a bit less...murderous. The problem is as the years have gone on, the violence from them has only gotten more grounded and realistic so it's much harder to preach this "second chances" message when the guy getting the 367th chance has a body count that would make a certain german dictator blush.
Those alternate reality shorts or Under the Red Hood were great. The Red Robbin one was by far my favorite of the three. The third one was just so tragic and the first one just leaves you with dark taste.

Since as your watching the movie, different paths open up and you get to choose where the story goes. Or you can just look up all the possible options/endings on youtube. Hope this clears things up.
Caging and rehabilitation doesn't work when you cage someone numerous times, and rehabilitated each time. If it did work, then the joker would have been rehabilitated after his first encounter with batman and wouldn't seek a life of crime again.
