Maybe if you are able to earn enough from part-time jobs during the first year, then you can pay that for your second year... Mostly none pays by cash here... Everything is digital... And I don't understand what you mean by legal formalities...
For part time jobs they have to process a part time job permit for you... But they cannot sponsor someone from foreign countries for part time jobs... For full time yes, employer has to sponsor your work permit...

You cannot apply student visa yourself. Your university will apply for you once you are admitted into a course. Without IETLS now, it is not possible.
