He means Beta Ray Bill, an Alien who could wield the hammer and got his own made called Stormbreaker.

He is referring to Beta Ray Bill, an Alien who defeated Thor and took Mjolnir, eventually returning it to Thor later on once he got his own hammer, Stormbreaker. (In the MCU Thor built Stormbreaker in Avengers : Infinity War though traditionally it is Beta Ray Bill's Hammer)
