EFFECTIVE July 1st VT has changed their process to stop out of state registration. I’m researching what we can do going forward.
Is it even possible? Is it worth the hassle?
I show you the process that I used to buy an untitled bike and then title it in my name. In this case a 2010 Kikker 200cc bobber.
Be sure to do your homework, check the VIN, if the deal is too good to be true it probably is!
It's super simple and only requires 2 forms! Both available from Vermont's DMV website:
dmv.vermont.gov
VD-119 Vermont Registration Tax & Title Application
and
VT-005 Bill of Sale and Odometer Disclosure Statement
mail the complete forms and your payment to:
VERMONT DMV
120 State Street Montpelier, Vermont 05603-0001
Once you receive your new documents from Vermont take the owner card/registration to your local DMV to transfer it into a Title, registration, and plate for your state.
Done!

@@jaymarleno8958 it will still work since it’s over 10 years old. The link should take you to the form section. You will have to print the pdf files and fill them out.

@@biocleanerlife4657 i been slacking lmao. I want to get the bike to fire up before chasing a title. I ordered a ignition online and its just popping fuses. I sent it back and got a new ignition. Fingers crossed. I saved the video to post and update.
I did this process last summer with my '90 Suzuki RMX-250. A few things to note:
- If your bike happens to not have an odometer equipped... Don't sweat it. Just put "No odometer" under the mileage :)
- Tax is based on the "Fair" value, not the "Good" value. Win!
I did this by mail. In fact, I did not even send them the odometer disclosure form. Just the reg form, and the bill of sale.
I will be soon transferring this reg to RI, where there is no title or VIN check requirement on any vehicle over 20 years old.

@@d21dusty72 No title at all. The bike is old enough to not require one. They just look up the VIN at the DMV. So you will need the VIN and a "bill of sale" (just have your friend make one up lol)

Sir this is gold, I just bought a 2004 bike in Delaware from a dealership and the guy is giving me excuses, 3 weeks now since I bought it and nothing in my mail. So, at this point I´m assuming NO TITLE, obviously VIN is clear. I´ll start my process through the Vermont route following all your steps and expertise. I´ll keep you posted. PS I'm PA based.

So I took all my Vermont information to the VA Dmv and after a while they told me my bike has to be older then 10 years and less then 300cc, since mine is a 1000 they wouldn't give me a title. Have you heard anything about trying it on larger bikes?
@@bronzeman1853 this doesn’t seem correct to me. All you are doing is a transfer from VT to VA. You have your VT registration and plate correct?

@@bronzeman1853 if you have to ask for a supervisor. Otherwise by their logic nothing over 300cc or under 10 years can be transferred from VT to VA and that’s bs.

@@garrettlee2448 then you should have no problem going to the process and not having to worry about the vin inspection. Then it’s just a matter of if your home state has any weird requirements to transfer the VT stuff to your state.

Well if your bike is over 10 years old OR under 300cc then the answer is NO you do not need a VIN verification. Hope this clears it up for some of you guys. Any other questions hit me up, I'll try my best to answer them.
so for non residents if the bike is 550cc but older than 10 years it doesnt need a vin check? cuz its conflicting on the website

good information , you think in life you wouldn’t ever get in that situation but it does happen in my life 2 times on motorcycles one on a Antique car that my Dad purchased legally in 1958 but never titled or registered that car as it was in storage and Restoration for 40 years

Sorry if this has been answered, but the "Vermont Registration Tax &Title Application" form on the VT website has 2 duplicate pages. Are both copies supposed to be mailed in, or is the second copy just for the owner's records? This is a great video, and you explained the process very well--Thank you!

@Haslip Cycle Works UPDATE: Minnesota doesn't accept Vermont registration card as "title" for vehicles older than 15 years. After several back and forth with Minnesota state DMV they wont accept anything less than a title for vehicles older than 15 years. oh well, so i ended up throwing away the motorcycle. I hope this helps any local Minnesota residents the potential headache.

Ok, just checked and as of 11/1/2020 "VIN Verification - Waived for vehicles with out of state titles" straight from their website.
Also regarding electric vehicles - from what I have read you disregard the CC's and cylinders section and simply check the electric box under engine type. If anyone completes the process for an electric please leave a comment and let us all know how it went.

@@lisabright2631 once you get the registration, you go to DMV for your state and re register it. My Allstate had no title ( the previous owner lost it). I used a service in Arizona that got me a Massachusetts title. Then I went to my local DMV ( back then I lived in New Jersey), got the forms necessary forms for transfer, and submitted them along with the application fee. The whole thing wasn't really bad, just the serial number tracing ( was on the bottom of the frame) was the hardest part.

hey quick question for you, i have done this with a previous bike and i am also doing it with my current bike. I would like to get a title for the bike i already have vermont registration on however when i went to my local dmv they said they couldn’t do anything for me. what should i do?
You should be able to transfer it to your home state. That should give you tags, stickers and registration for your state. Tell them to print you a new title. They might give you grief but explain to them that Vermont does not issue titles for bikes over the age or under the cc limit. They have a giant book that tells them what the deal is state by state that they might have to look at. If all else fails tell them you would like to talk to a supervisor and see if that will get you somewhere.

Hey, I filled out the application and mailed it out. I later received a new plate and registration for the bike, which is great. However, I didn't receive an actual title for the motorcycle, and instead received my title application back that was just stamped as validated. Did you receive an actual title in the mail as well, or did you receive your application back , like I did? Thanks! :D
Same as you. You now take all of that to your local dmv and transfer it to your state. Remind them that Vermont doesn’t issue a title for vehicles over 10 years old or under 300cc. They should take it all and have you fill out a form or two and the will print you a title, registration and give you a plate and stickers
Got my plates and registration today it was a 1983 honda 1100c motorcycle and I didnt use a vin verification and it took about 3 weeks maybe a lil more i dont remember the exact date i sent it out hope this info helps other people.

I had a quick question for you. My father recently passed away about a year ago but he left me his motorcycle which is a Harley Rd., King 09. He lived in California and I live in Georgia. I now have the motorcycle but I have no title. After researching I found out there is a lien on the motorcycle through a company but they will not return my calls or emails. So now I just have a bike sitting in my garage which I cannot ride. I’m not sure if he already paid off the motorcycle and just didn’t take off the lien at the DMV. Anyways will this method work in my case.
I’m afraid not, VT will see that there is a lien on it and will require that to be paid.

Hey, great video! I know you mentioned year/age of the bike and engine size. Would this process still apply for a 1972 Honda CL100? I think it technically classifies as a vintage bike and the engine size is quite small. Thanks!

I honestly don’t know. I know some states don’t care for title transfers from Vermont. You would have to ask your DMV if that is the case.

Hey I was just wondering when I look on the website it seems to me u have to have a cop or dmv check the vin before u send it in, is that correct?
That’s only on a bike that has a motor larger than 300cc/ newer than 10 years old. So if it’s a 2022 250cc you don’t if it’s a 1986 1000cc you don’t.
I was wondering if anyone from Louisiana has had the same luck with this process. I bought a 50cc Honda scooter from 1987 and I would like to try this method out, however the DMV regulations in my state can be a bit confusing and ridiculous. Does anyone happen to know if this will indeed work in Louisiana.
I get so frustrated sometimes dealing with DMV's here because they would ask you to register and title your toothbrush if it has a motor on it if they could.
Update: I received my new Vermont plate and validated application back in the mail (3 weeks on the dot). I’m going to walk in to my DMV and explain the older than 10 years under 300cc thing and see how it goes. If not I’ll try a titling service. If that doesn’t work then I’ll take my chances on the road honestly. (Will be back with the results)
Update : everything worked except that I needed to have it inspected by the state police. It didn’t cost me anything and I took the inspection paper and my Vermont info in and got it all road legal in my home state of LA
*update* so they won't list this on the paperwork or the website but after waiting from July 17th to August 28th I get a rejection letter stating "the minimum taxable value of all motorcycles is $500." Even though NADA on my 96 RM 125 is $212. Just put the letter and new money order back in the post. Starting the 2 month clock again.

Great video! Quick question do you have to physically write in the NADA value in the grey box? I left it blank but just added the 6% if it in the tax box at the end.
I do believe so. I usually print a copy and include it.
So I did this for my 250cc Qlink legacy motorcycle, 2 weeks ago,and I just now received my plate and application back today. But I didn't receive a sticker, I only got one envelope that had the plate and application in it. Did I do something wrong, I followed all of your steps, or am I waiting on another envelope that contains my sticker? I'm just wondering if I need to call them and ask or if you have any advice on this?
Nope you should be good. I got another envelope a few days later that contained the sticker and paper for it.

The loophole still works. I don’t see why it wouldn’t work for you. The best thing to do is call your dmv and ask what you need to do to do a title transfer from Vermont to NJ.

i emailed the vermont DMV and they got back to me about my 09 kx450 they said i need to include a title in the paperwork in order to receive plates and a sticker, shouldn’t i be able to just send the proper paperwork and also a vin verification document? the 15 year and 300cc rule is only to avoid vin verification correct?

Thank you! Yes bill of sale as well. If it was a trade use the value of the bike nada value, which sucks but that’s the way to go.
Thinking I might get in some trouble if I get pulled over with a Vermont plate (especially a temporary tag) while the actual are in the mail still. What do you think?
The Vermont plate should be a real plate. Nothing to say you’re waiting on the transfer. Registration and everything should have the correct information. Only thing they could complain about is you not being a Vermont resident but doubt it.
I have a question... maybe you answered it... but I am still confused... After moving 3 times...I lost the title and can not remember nor find the person who had the title in their name. Are you saying 'that I could put anyones name in the seller section"? Please advise

Is this just part of the pricing when you get your Vermont Title? I may have missed something were you explained this. Thanks again
Vermont doesn’t use a “title” in the traditional sense. They issue you a registration which acts as a title and along with the registration comes a plate. When you transfer to your home state the VT registration is what they transfer into a new title in your state. You can surrender the plate or hold onto it to put on your wall.

Hi, will this process work if I have purchased a scooter without the title and the seller does not know where it is? Meaning there may be an active title still, or does this ONLY apply to bikes that definetly never had a title in the first place? TY again
It works for both situations.

@@thedaydreamer7972 if it’s under 300cc and or over 15 years old they don’t issue a traditional title, the registration acts as the title. But yes you would get plates,papers and a sticker. You could ride like that but I prefer to transfer everything to my home state to minimize issues if I get pulled over. VT tags with a license from another state could be viewed as an issue with the police. I’m not sure if it would matter I just don’t want to take the risk.

@@thedaydreamer7972 pretty much yes. I usually take my Vermont stuff to my Virginia dmv and “transfer” it. They give me a Virginia plate, stickers, registration and a clean Virginia title. If you resale it you might be able to get just a little more $ if it has a title for that state. I would have to check a VT registration to see if it has a section to transfer to a buyer. There should be a link in the description for the VIN check website.
Hey man! Just tried this and sent the paper in about 15 days ago. They cashed the check about a week ago, but I haven’t heard anything since, what’s the average time it takes to arrive? And if they cashed the check does that guarantee that it’s gone through?
It can take a couple weeks and then a week later for the sticker. Usually if they cash it you are good to go.

Yes. It doesn’t matter where you purchased it. You have a Vermont registration and would like to transfer it to your home state. Vermont also doesn’t issue titles for bikes of a certain age or engine size. The registration acts as a title. So you would like a title for your state. I mean it’s not a well known thing so you can’t fault them for what they know, but they should be willing to look and verify what you are telling them. Title houses do the exact same process day in and day out. It should not be that difficult for them to grasp. This is why people hate the dmv. I hope they get it together and help you out. I’m also sorry you are having such a difficult time with them. Please let us know what the end result is.

I was reading the requirements to transfer registration to Washington state. And i think it says this Vermont thing won't work for me. Can anyone double check that to make sure I'm not reading that wrong?

Shmoogie Floogie no that doesn’t matter, do new registration. Vermont registration is what serves as the “title” that you are transferring to your home state.
I Bought a 81 CB650C Custom but it came with previous registration that has a different name on it then the Bill of sale I dont know if this will cause issues in MA or no but do you think this method will work

Great video! I got an 85 xr350 and i would like to try this in michigan. I don't want to register it, just need a title since it is a trail bike. Should i just not mark the registration box and i'll just get a verified title form in the mail?
Vermont won’t issue a title what they do is send a registration and plate. Their registration serves as a title so to speak. You receive a title when you transfer it to your home state.
awesome video, im definitely going to try that here in rhode island. But why not just use the vermont plate? you already went through the trouble of registering and plating in one state, why do it twice?
Thank you! You can but Virginia has a rule about having a vehicle registered in another state while you are a resident of VA for a certain amount of time. Also if you I get pulled over I feel better about my address, license, and registration all lining up.

Is there any reason you couldn't use the actual plate you received for the first year,,,the 'Vermont' plate to get some use out of it,,providing you got insurance from your insurance company, along with it for this bike,,then at the end of the first year, transfer the tile to your home state?It seems as long as you are carrying the registration in your own name on the bike,the license state should be irrelevant. No problem. The only think to look out for is if you get pulled over for whatever reason the registration for the bike will be from VT but your address on the registration and your license will be in another state. I’m not sure if that would cause a problem or not. I just assume not chance it and get it titled, registered and insured in my home state that way everything lines up 100%.

Appreciate that! Glad you found the video and it is helpful. Correct leave the grey areas blank. The amount should be 6% of purchase price or NADA value (good) whichever is the higher amount. They will send you a plate and a registration which you then take your local dmv and transfer at which point your local dmv will cut you a clean title, issue you a new plate, sticker and registration. You may have to remind the clerk at your dmv that Vermont doesn’t issue a title for motorcycles over 15 years old or under 300cc.

@@rogerlillo353 no don’t leave it blank the form tells you how much to make it out for. It’s the purchase price or nada value whichever is more, 6% of that is the tax rate, add the fees and that gives you the total.

There might be a way to transfer it in the registration itself. Or you could get it titled in your state and then transfer the title to the buyer.

Just put what you paid for it there. Make sure it matches your bill of sale papers.
Im doing this right now, but I'm having a service do it for me. I live in Maryland and the DMV here is hell to deal with. The title of my bike has a typo on the VIN so the DMV didn't want to help me out until I get the title typo corrected. Literally, the VIN on the title was missing 1 digit. I got the bike's VIN checked out by a Maryland state trooper and the VIN is clean. Issue was just getting a hold of the seller and then the previous owner since the guy didn't register !!
Once my plates come in I plan on keeping it registered in VT, I'll pay the $40 yearly fee for a new sticker. I'm not dealing with getting it inspected and possibly having to shell out $$ for that too

@@HaslipCycleWorks Yeah I can. But, it'll still require me to get the bike inspected at a shop. Im avoiding that cause that's just another cash grab for shops to make you fix stuff there. Im perfectly fine having VT plates. And honestly, I've ridden this bike around since the summer and haven't gotten pulled over.

Here in California, back fees are the buyers biggest concern. Especially if it is bought at a lien sale or auction. The DMV will not budge.

@@HaslipCycleWorks The DMV charges penalties for every month that the registration isnt paid. So what happens people go years without paying the registration. Then if the vehicle is sold the new owner has to pay those fees if they want to transfer the title in their name. It's really messed up here in California.
Here in VA we are only responsible for the time that it's registered in our name. That's a ridiculous policy. I mean you could just keep it with the VT plates and registration, but if you get pulled over it's going to look suspicious if your address is in CA.

Hey man! I used this loophole to acquire a plate and registration for my 1995 fireblade about 2 months ago, however I haven't tried to transfer it to an Ohio title as I've heard ohio is rather strict. I'm seeing online that vermont closed the loophole, but does that mean I can't get the title transferred? Or I just can't register anything new in Vermont? Basically i'm trying to figure out whether its impossible to get my title transferred, or whether it would be easier since the loophole is closed and people won't be using it for theft. No worries. Now that the loophole is closed you just won’t be able to apply for anything out of state for Vermont. Anything you already have is valid. I would check with your local dmv to see what you need to complete the transfer.
