I think it's kind of meant to be a homage to like one of those old sea monster drawings in old sailor maps. Since many of them are kind of mash ups of different animals. en.wikipedia.org/wiki/Sea_monster#/media/File:M%C3%BCnster_Thier_2.jpg

He actually wasn’t a real whale in the original (non-Disney) story. He was, in fact, a gigantic sea monster! I think, in this movie, Disney was trying to pay homage to that.
