They had to justify how Pinocchio managed to save Geppetto, even in the Classic he appears to have great and fast swimming abilities because of its puppet nature, he proves to be even faster than the Tuna escaping Monstro. If he had swum at human speed and dragging his father at the same time, they would never survive the Whale. However I agree that making him look like some sort of engine of a motorboat was not the best idea 😂

He actually wasn’t a real whale in the original (non-Disney) story. He was, in fact, a gigantic sea monster! I think, in this movie, Disney was trying to pay homage to that.
