That's why Ichika Kaneki would have been the most powerful ghoul ever since she's the offspring of Kaneki who is the dragon and Touka who has an Ukaku kagune

Yes there is. The One Eyed Owl v1 refers to the form Eto took when she and aogiri tree broke out Kaneki and the other ghouls from Cochlea prison. I believe she purposefully made herself resemble her father, regardless though that was definitely Eto and not her father that was at the Cochlea breach.

After that many Ss I think they need to reevaluate their ranking system and start lower the ranks of weaker goals before adding more s to the stronger ones.

In that very picture it isn't Kuzen, it's Eto in his form to hide her true size.
