Master Ryu has harnessed that overwhelming power to the point of reaching a state of supreme calm or "Nothingness" a perfect Zen state. (That's a callback to the SF official storyline for Ryu). He's at total peace with himself mentally, physically and spiritually. He used exactly the amount of power to defeat Shin Ryu that was required. Nothing more, nothing less.
The true mark of a master. Master ryu has integrated all of the excess energy without dissipating it around him. The raw basic moves and only specials are flashy. Perfection. Even the kanji on shin ruins back is shown for master ryu in super victory even though he no longer it on his back.
One might argue whether allowing your opponent to beat you unconscious several times can be considered a valid energy conserving strategy. Well written none the less.

Various mangas, comics and animes such as Fist of the North Star, DBZ, HxH, and Marvel's Iron Fist have demonstrated that wasting your Ki, Chakra or sometimes referred to as chi is a clear demonstration of nor having mattered Ki or Chi control. On the other hand, mastering one's Ki or Chi or Chakra, doesn't't mean your opponent can't still beat you in combat. It can be a good indicator that you can outlast your opponent if your equally matched in other areas.
Master Ryu was holding back clearly, especially considering when you see how devastating his Shin Shoryuken ended that fight. That was him being serious.
We can't tell who is stronger based on gameplay but if we work under the assumption that both of these characters exist in the street fighter universe. Master Ryu should be stronger than Shin Ryu. I'd like to think of Shin Ryu is just Ryu having unlocked his full potential in terms of power but technique-wise he hasn't mastered all of his techniques completely. Master Ryu is a more experienced, older version of Ryu who has not only unlocked his full potential but also spent a long time mastering all of his techniques.
The reason why they have so many moves is because they incorporate moves from Marvel vs Capcom, and in the case of Master Ryu, Evil Ryu as well. Ryu needs to have few moves to make him balanced.

Agreed. Shin had some flashy techniques, but master Ryu's moves flowed gracefully like water. Shin had some good moves but compared to a master it'll almost always fall short.
One fights outrageously, but loses spectacularly, while the other fights sparingly, but masterfully seizes victory. In other words, this wasn’t a fight, but a revelation of the monumental chasm between their skills
