Just had similar issue like yours and I browse SSH->Auth->Credentials then I put the key in there and it worked
It is necessary to attach internet gateway in Linux instance... Because if i don't connect IGW with VPC and don't Update Route table..
Then Putty is not connected.... And After that i connect IGW with VPC and update it in Route Table... Then i access my linux instance from putty.

Just had similar issue like yours and I browse SSH->Auth->Credentials then I put the key in there and it worked
