- Russia launched a fresh attack on Ukraine's energy infrastructure on July 25. Ukraine said that Russian drones targeted two energy facilities, leaving thousands to remain without power in the capital Kiev and on the border region. Article 1 obliges signatory states to respect sovereignty and existing borders and refers to the Helsinki Final Act as the basis for the principles of sovereignty, inviolability of borders and territorial integrity.
Article 2 reaffirms the reaffirm obligation to abstain from violence and refers to the United Nations Charter as the basis for the prohibition of violence.
Article 3, with renewed reference to the Helsinki Final Act, reaffirms the obligation to refrain from economic coercion aimed at subordinating Ukraine's exercise of its inherent sovereign rights to its own interests and thereby securing advantages of any kind ("to refrain from economic coercion designed to subordinate to their own interest.
