Rubbish. They were well known in the 70s. There were at least 20 Wire fans at my school, and their singles were even on Radio 1. People love to rewrite history.
Me too I'd seen them live in 1977 & was blown away I had Pink Flag & I rushed to the record shop & bought Outdoor Miner picture sleeve on white vinyl the day it came out. They just stood out from all the other bands they were in another wonderful place.

You're thinking of the single version. Those parts were artificially added by the producer by editing the album version and adding a keyboard solo over it. The band always intended it to be the shorter album version.
