Government Flying school as in its run by the Government Of India and then come private schools set up by an individual with their own fee structure and everything. Cadet pilot program is like you start from scratch and until you get a job you are with them only under their own training scheme also where a job is guaranteed provided you clear their entrance exams and with the said percentage in each subjects. The cost for this 1cr and not everyone has got that kind of money with them so they choose conventional way where you can do the training yourself with just half the cost of cpp program but job is not guaranteed. Only if you're competent enough you'll get into airlines. That's the difference between CPP and Conventional way.
This is only for the cadet pilot program that requires individual marks in each subject as mentioned in the screenshot. But here's where the conventional way comes in, you only need a cpl licence and apply, most probably won't check for your marks as well i.e according to the best of my knowledge.

Yes, you can get a loan but you need collateral for a large amount.

the criteria is somewhere around 50-65% for airlines, it depends.
